SUBJECT:
Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the 30mm Housing, NSN 1005-01-026-7132, PN205F120. Potential inquiries must have a Type 10 Federal Firearms License and may be required to submit two First Article Test (FAT) Requirements.
ITEM DESCRIPTION
The 30mm GAU-8 Machine Gun Housing is only used on the A-10 aircraft. The gun housing is a major component of the gun along with the gun rotor assembly, seven bolt assemblies, a solenoid assembly, mid barrel support assembly, muzzle clamp assembly, and seven barrels. The gun housing contains the cam, which controls movement of bolt assemblies during gun rotation. In addition, the gun housing provides a mount for several associated parts such as ammunition transfer assembly, solenoid assembly, recoil spindle assemblies and rotor assembly. Proven capable against armor targets, GAU-8 ammunition is currently in use with the 30mm GAU-8/A Gatling fun on the U.S. Air Force A-10 close support aircraft. In short, the housing contains the gun parts and provides shock resistant gun mounts for the A-10 aircraft.
Impediment to Competition:
Presently, this item is planned to be included on a sole source contract. This item has a current Acquisition Method Code/Acquisition Method Suffix code of 3/Q which reflects it as suitable for competitive acquisition for the second or subsequent time; however, the Government does not have adequate data or lacks rights to data (or both) to purchase this part from alternate source. Additionally, this part requires engineering source approval by the design control activity (AFLCMC/ EBHAEW) in order to maintain the quality of the part. Potential suppliers are required to satisfy a qualification statement detailing the manufacturing and quality requirements needed to make the item which will result in open competition. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified sources require acquisition of the part from the approved source. The Government has rights to the technical data, the data package is complete, and there are no technical data, engineering, tooling or manufacturing restrictions.
INTEREST
The DLA/AWB Contracting Office intends to award a sole source contract to General Dynamics-OTS for the manufacture of the 30mm Housing in support of the A-10 Aircraft program. Other interested parties may identify their interest and capability to respond to the requirement no later than 29 June 2018 (closing date) by emailing your name and email address and/or dla.dlr.proc@us.af.mil. The government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
