The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Groton Contracting Department, Groton, CT 06349-5000, intends to award a firm fixed price contract for Chaplain Religious Enrichment Development Operation (CREDO) Family Enrichment Retreat (FER) services using the policies and procedures of FAR Subpart 13.5. This requirement will be solicited as a 100% small business set aside. The activitybs small business office concurs with this set aside determination. The NAICS code applicable to this procurement is 721110. The size standard is $32.5 million.

Chaplain Religious Enrichment Development Operation (CREDO) requires a property or facility to conduct Family Enrichment Retreats (FER) in support of its mission.
The facility shall have an indoor swimming pool, hot tub, indoor challenge or obstacle course, spa and an exercise room providing guests opportunities for physical fitness, recreation, team building and relaxation. The facility shall provide accommodations for 52 people to include 12 rooms that accommodate 6 people. The facility shall have a full service restaurant or food court and/or a lounge sufficient to simultaneously accommodate at least 50 people and be able to provide meals and/or vouchers to participants. The facility shall provide one large meeting room (conference room) that will comfortably accommodate a total of 72 people and one separate meeting room that will comfortably accommodate 50 people during simultaneous sessions, or a very large banquet hall that can be divided into two rooms with a sliding wall.
If two separate rooms are provided, the facility shall provide the two rooms in close proximity to each other.

First FER retreat period of performance dates are 14-16 July 2017. The period of performance is for a base period with four one-year options and the inclusion of FAR 52.217-8. The anticipated award date is on or around 15 Jun 2017.

Quotes must be submitted via email to kelly.polson@navy.mil by 25 May 2017 at 11:00 a.m. EST and must include the three mandatory documents FAR 52.209-11, 52.203-18, and 52.222-52 to be considered for award.

The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. The NECO website has a bsubmit bidb button next to the solicitation number.
DO NOT use the bsubmit bidb button on NECO to submit a quotation.

All responsible sources may submit a quotation which will be considered by the Government. By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any time prior to award. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States.
Lack of registration in the SAM database will make a vendor ineligible for award.
