For
2019 BARDA Industry Day Conference Space and AV Support (RFQ# 75A50119Q00031)


1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation (RFQ# 75A50119Q00031) is being issued as a Request for Quotation. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a quotation.


2. The North American Industry Classification System (NAICS) code is 531120 - Conference Center Rental. Offerors must be registered in the System for Award Management (SAM) at http://www.sam.gov, in order to be considered for award.


3. FAR Clauses 52.212-1 through 52.212-5 and 52.222-50 apply to this procurement. For the exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. The Government contemplates an award of a Firm Fixed Priced purchase order contract resulting from this solicitation.


4. Description of services: The requirement for 2019 BARDA Industry Day is three-part and supports the logistical underpinning of a robust programmatic agenda to take place on October 15 and 16, 2019. For all three components, the basic information remains the same and specific details are provided in sections titled: venue, audio-visual support, and information technology/connectivity of the Statement of Work associated with this synopsis/solicitation.


BARDA Industry Day brings together over >1,000 participants to exchange information about the government's public health needs, and industry technologies, capabilities, and products that can fulfill those requirements.


This year's two-day meeting is dedicated to overview presentations, program highlights, and requirement considerations that are new or would be of large-scale interest, emphasizing the auditorium component of the venue. Additional programing is dedicated to scheduled meetings between staff and companies to address individual questions and concerns; we estimate >100 one-on-one/small group sessions will take place during October 15 and 16, 2019, providing technical guidance and feedback, emphasizing the need for flexibility in smaller meeting spaces with no set need for large gathering spaces.


Throughout the conference, clear and consistent communications are essential. This translates into strong audio-visual support for both days along with the ability to access online presentations and off-site resources through connectivity (Wi-Fi) for all attendees.



This combined synopsis / solicitation notice is a request for competitive quotations. Therefore, all quotations received prior to the RFQ close date will be considered by the Department of Health and Human Resources / Assistant Secretary for Preparedness and Response / Biomedical Advanced Research and Development Authority (ASPR/BARDA).


5. The Government will award a single purchase order contract resulting from this RFQ to the responsible offeror whose offer represents the Lowest Price Technically Acceptable (LPTA). Technical acceptability will be defined in terms of meeting the criteria listed in the associated Statement of Work for this requirement.


6. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Item. (Provisions and Clauses accessible at the FAR Site, http://farsite.hill.af.mil)


7. Submit the following documents in response to this RFQ:


a. Price Quotation, with detailed line items supporting all titled areas of the attached Statement of Work and associated costs with the total cost highlighted.


Note: The Government will assess offeror past performance via CPARS/PPIRS.

8.    Offers are due on July 19, 2019 1:00 PM EST. All questions/inquiries must be submitted to the Contracting Officer via electronic mail (e-mail) not later than 1:00 PM EST on July 19, 2019. Inquiries submitted via telephone calls will be re-directed to an e-mail submission. Submit offers or any questions to the attention of John Warner and copy to George Keane via email to: john.warner@hhs.gov and george.keane@hhs.gov, respectively. Offerors who fail to complete and submit the requirements above may be considered non-responsive.
