The Gifford Pinchot National Forest intends to acquire road construction and maintenance services. Including but not limited to: roadside brushing and mowing, damaged road repair, ditch cleaning, culvert cleaning, grading, minor culvert and drainage repair, culvert replacement, asphalt patching, major slump/slide removal, aggregate surfacing, snow removal, and bridge maintenance. Some of the locations for these projects include Mt. Adams Ranger District, Cowlitz Valley Ranger District, and the Mt. St. Helens National Volcanic Monument (Region 6).


This acquisition is a 100% set-aside for Small Business concerns. The applicable NAICS code is 237310- Highway, Street, and Bridge Construction with a corresponding size standard of $36.5 million. While the primary NAICS code for this procurement is for construction, some items of work ordered will be service in nature and covered under the Service Contract Labor Standards (formerly known as the Service Contract Act). Offerors will be evaluated on capability, price reasonableness, relevant experience, past performance, understanding of the requirements, acceptability, and technical approach. Award of an IDIQ contract will be made to a range of seven to twelve contractors. These Contractors will compete for task orders as road construction and maintenance needs arise. Each contract will have a minimum guarantee of $2,500.00 and the cumulative value of all orders placed against all contracts will not exceed $15 million. Contracts will be awarded to the offerors whose submittals, in compliance with the solicitation represent the best value to the government.



The solicitation for this project will be issued on or around July 3, 2018 with offers due August 2, 2018. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
