SOURCES SOUGHT NOTICE FOR POTENTIAL BLANKET PURCHASE AGREEMENT HOLDERS FOR AT MARINE CORPS BASE CAMP LEJEUNE, NORTH CAROLINA.

The intent of this notice is to identify potential offerors for work requiring contractors to have experience in Landscaping, Tree and Grounds Work to include the following:

b"    Landscaping;
b"    Tree/branch removal;
b"    Pruning;
b"    Tump grinding/removal;
b"    Tree and/or shrub planting;
b"    Follow-on watering and/or maintenance;
b"    Seeding;
b"    Replacement/installation of sod;
b"    Grading;
b"    Installation of decorative borders, mulch, and other bed materials;
b"    Service, maintenance, and restoration of storm water ponds.

Naval Facilities Engineering Command Mid-Atlantic is specifically seeking 8(a) Small Businesses, HubZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement.
In order to determine potential sources, the Government is requesting proposals on the b2017 Storm Water Pond Maintenance projectb.

The North American Industry Classification System (NAICS) Code for this procurement is 561730 and the annual size standard is $7.5 million. The Government will not pay for any information provided. Any and all qualified firms are encouraged to respond.

The standard terms and conditions for a Blanket Purchase Agreement (BPA) are incuded with this notice. Potential offerors should not respond if not able to comply with these requirements. Standard clauses applicable to BPAbs will be included in the final agreement.

These BPAbs will not include a minimum guarantee.
A single order will not exceed $150,000, and the total amount of the agreement will not exceed $1,000,000.

To respond to this notice, interested parties should submit the following information:

1.    A price for the b2017 Storm Water Pond Maintenanceb project. Project information available on Attachments 2 and 3. (See Evaluation Section below for more information);
2.    A statement of the companybs capabilities in performing this type of work, not to exceed two (2) pages and able to comply with all of the standard terms and conditions attached to this notice.
3.    At least three (3) references for work similar to that listed in this notice. Contractor may provide COMPLETED Past Performance Questionnaires (Attachment 4) or Letters of Reference;
4.    Company Name and Address;
5.    DUNS number;
6.    CAGE code;
7.    Company Point of Contact, including email and phone number;
8.    Business classification (e.g.
large business, small business, 8(a) business, HUBZONE business, SDB, SDVOSB, etc.) under NAICS Code 561730;

Failure to submit all of the information above may make an Offeror ineligible for award
Evaluation

The Government will evaluate and award a BPA resulting from this solicitation, to the responsible offerors whose offer, conforming to the synopsis, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The price submitted for the b2017 Storm Water Pond Maintenanceb project will be evaluated for all offerors who submit information.
Only one offeror will receive award of the b2017 Storm Water Pond Maintenanceb project. Up to six responsible offerors may be awarded Blanket Purchase Agreements for future work for Landscaping, Tree and Grounds Work projects. Please refer to the BPA standard terms for more information.

In order to determine the most advantageous offers to the Government, trade-offs will be made between the Evaluation Factors; however, in accordance with FAR 12.602 b Streamlined Evaluation of Offers and FAR 13.106-2 b Evaluations of Quotations or Offers, the Contracting Officer is not required to list the relevant importance of the evaluation factors.

Notifications of interest must be submitted in writing via email; PHONES CALLS AND/OR REGURAL MAIL DELIVERY SHALL NOT BE ACCEPTED.
Notifications that do not address all of the required information will not be considered. No additional literature is desired.

A SITE VISIT IS REQUIRED FOR THIS REQUIREMENT. A SITE VISIT IS SCHEDULED FOR 16 Febuary 2017 AT 1:00 AM. ALL POTENTIAL BIDDERS SHALL MEET IN THE FRONT OF BUILDING 1005 ON MICHAEL ROAD, CAMP LEJEUNE, NC 28547. FOR BASE ACCESS, PLEASE CONTACT MICHAEL JACKSON AT 910-451-2582 EXT. 5259.

ALL REQUEST FOR INFORMATION (RFIbS) SHALL BE SUMITTED TO CLIFTON.GAITHER@NAVY.MIL ON OR BEFORE 28 FEBRUARY 2017. RFIbS WILL BE ANSWER BY POSTING A REVISED SCOPE OF WORK (SOW) TO NECO AND FEDBIZOPS WEBSITES.

THE CONTRACT COMPLETION DATE IS NO LATER THAN 60 DAYS FROM THE DATE OF THE AWARD.
