Grady Health System ("GHS") is one of the Southeast's largest public hospital systems. Medical care is provided under contract with Emory University and Morehouse Schools of Medicine. GHS also operates three (3) professional training programs in medical technology, radiation oncology, and radiation technology. GHS averages more than 25,000 inpatient visits and more than 600,000 outpatients annually, including over 95,000 emergency care visits (including psychiatric emergency).

During the 2013 budget planning cycle, GHS undertook to implement a structured volume-based productivity target for each of its variable and fixed GHS-funded cost centers (400+ total). However, during the year, the functional scope of many departments/divisions has been expanded or otherwise changed necessitating a review of the 2012 benchmarks. In addition, system implementation, code consolidations and reporting improvements have resulted in a need to revisit the primary work load units for certain cost centers.

As GHS begins its 2014 budget planning, the organization is soliciting responses from qualified vendors to review and, if appropriate, revise or develop appropriate benchmarks for some departments, which may also include a review of designated primary workload units. GHS estimates that the targets of a minimum of 75 cost centers must be reviewed and either validated or revised. The Primary Work Load Units (PWLU) associated with an additional 50-100 departments will also need to be reviewed and the benchmarks recalibrated.
