2012 Baseload Generation
Idaho Power Company (Idaho Power or the Company), an electric utility serving
southern Idaho and eastern Oregon, issues this Request for Proposals (RFP) to solicit
competitive proposals for up to approximately 600 MW of energy. Power purchase
agreements (PPA) or tolling agreements (TA), to supply firm or unit contingent energy to
support the growing electrical demand in Idaho Powers service territory, will be
considered.
The Company is issuing this RFP to solicit offers from qualified suppliers (Respondents).
By responding, Respondents are bound by the terms and conditions of this RFP. Idaho
Power does not plan to accept proposals from any affiliates. However, Idaho Power does
plan to submit and evaluate a natural gas-fired combined cycle combustion turbine
(CCCT) to be constructed by Idaho Power (Benchmark Resource) as one of the resource
alternatives in this RFP. Proposals submitted pursuant to this RFP will be considered and
evaluated against each other and the Benchmark Resource.
