GSA is soliciting for a Design Build (DB) Contractor who shall provide professional services for planning, design and construction for a Two-Phase Project. Phase 1 will include the 1st Floor approximately 7,061 SF and Phase 2 will include the 2nd Floor approximately 4,684 SF and 6th Floor approximately 6,200 SF at the Charles L. Brieant Jr. Federal Building and Courthouse in White Plains, New York. The project shall comply with Design Intent Drawings (DiD's), GSA standards, and other documents.

THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE. Note that it is a 100% small business set aside under NAICS Code 236220 with a size standard of $36.5 Million. All qualified Small Businesses are encouraged to provide a proposal. Offers from all responsive, responsible firms will be considered.


The Design/Build budget amount is around $2 Million for the base. The Design/Build budget amount for the 1st and 2nd floor options is around $40,000.00. The Design/Build budget amount for the 6th floor options is around $1.5 Million.


The scope of work for this project shall include but not be limited to the following: Using the DID's, the DB Contractor shall develop complete architectural plans and details, architectural finish plans, reflective ceiling plans, telephone and data provisions, furniture plans, signage plans, millwork plans, security plans, fire alarm, fire suppression, sprinkler system, mechanical/electrical, plumbing (MEP), heating/cooling/ventilation/cooling (HVAC), and HVAC system balancing, and commissioning plans. The DB Contractor shall then construct the space as indicated in the approved design drawings.


The objective is to perform a complete renovation of the designated office space on the 1st Floor, build-out of the designated areas on the 2nd Floor, and renovation of the 6th Floor East and West District Courtrooms delivered within schedule and budget with minimal disturbance of the existing tenant agencies.


The anticipated period of performance is 89 weeks. The solicitation will be competed under Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. Award will be made to the proposal offering the best value to the Government. The successful firm will need to be able to demonstrate that they a) are a small business with the NAICS Code 236220; b) have relevant experience with contracts of at least One Million Dollars ($1,000,000.00) in the past six (6) years; c) have the relevant key personnel (Project Manager, Project Architect, MEP Engineer, Construction Superintendent), and d) have relevant past performance. Note that lack of Past Performance is not a deterrent to being able to be considered for this award. See Solicitation document for details on what to provide in your proposal.


Proposals will be due on April 1, 2019. Award is anticipated to be on or about May 31, 2019. The Period of Performance is 89 weeks after notice to proceed. A site visit date and time is TBD, at the Charles L. Brieant Jr. Federal Building and Courthouse, 300 Quarropas Street, White Plains, New York, 10601. Please reference section I.G. of the solicitation.


GSA intends to award a design build contract for the planning, design and construction of the Charles L. Brieant Jr. Federal Building and Courthouse, pursuant to the Federal Acquisition Regulation (FAR) Part 36 and in accordance with FAR Part 15. For this solicitation, there are two submissions: one for price proposal and one for the technical proposal. After evaluation of proposals, the Government will make an award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and technical factors considered. The technical factors when combined are approximately equal to price. The overall evaluation and selection will be based on the best value to the Government. The resultant award with be a firm fixed price contract.


All offerors are required to obtain a bid guarantee in the amount of 20% of offer price in accordance with FAR 52.228-1 Bid Guarantee.


Before contractors are allowed to work under the anticipated contract, all personnel are required to obtain a HSPD-12, security badges. Security requirements will be contained in the solicitation.
