1990 WesTech Digestor Mixer
The 509th Contracting Squadron intends to issue a sole-source procurement action with WesTech Engineering, for the procurement of the following items:
This procurement is to purchase a replacement Digester Mixer unit that will service the Base Waste Water Treatment Plant. The replacement of the unit will bring the waste treatment system at Whiteman AFB to fully operational status. This procurement is solely for the purchase of equipment listed in the attached Statement of Work (SOW); the Government will install all equipment. The intended period of performance will be 20 weeks ADC.
The 509th Contracting Squadron intends to award to the Contractor who owns the proprietary rights to the Waste Treatment System developed by WesTech for Whiteman AFB. This requirement is for a Digester Mixer that must operate with the existing WesTech System installed in 1990. This includes the component parts used for the WesTech system which are manufactured solely by WesTech Engineering, Inc. Additionally, no other components on the market are compatible with the 1990 WesTech System located on Whiteman AFB. This requirement is conducted under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. All Responsible Firms who wish to challenge this sole source action must submit a capability statement, proposal or quotation that demonstrates the firm's technical expertise, certifications and authorization to compete for this acquisition. Responses received will be considered; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The 509th Contracting Office will not reimburse for any costs connected with providing the capability information.
Synopsis:
This is a sole source justification for a replacement Digester Mixer to be integrated into WesTech's existing Waste Treatment System at Whiteman AFB. This justification is IAW the authority of FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
