This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written quotations are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions.


This solicitation is being issued as a Request for Quote. The requirement is to replace 6 compressors total in Trane and York chillers serving buildings 118, 122 and 207. The failed compressors shall be removed, disposed of and replaced with new direct replacement compressors. Contractor shall ensure the newly replaced compressors are operating correctly in a non-deleterious environment. The contractor may utilize the electrical outlets inside/outside the building to perform this project. The project shall result in the replacement of 6 compressors, 15 contactors, and 1 flow meter that meet all requirements of the statement of objectives (SOO).


The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01.


This RFQ is issued in accordance with FAR 12 and in conjunction with Simplified Acquisition Procedures FAR Part 13.



Basis of Award


1. Technical


Technical approach/acceptability will be determined by an evaluation of the quote/proposal's narrative to determine the offeror's ability to meet the criteria contained in the solicitation and SOO. Proposals must demonstrate the following:


a) Knowledge and understanding of the requirements outlined in the SOO.


d) Capability to produce deliverables in response to the SOO.


c) Demonstrated ability to perform the type of work outlined in the SOO.


2. Past Performance


There is no additional requirement to submit a history of past performance on similar projects. Past Performance will be evaluated utilizing a combination of information obtained from the Past Performance Information Retrieval System (PPIRS), and the Federal Awardee Performance and Integrity Information System and/or CPARS.


3. Price


Price is approximately equal to technical and past performance when combined. The Government reserves the right to make price/non-price trade-offs that are in the best interest and to the advantage of the Government. Award may not necessarily be made to the Offeror submitting the lowest quote.


Once the government determines there is/are a contractor(s) that can provide the service that meet(s) the requirements of this RFQ, the government reserves the right to communicate with only those contractors quoting the best-suited service to address any remaining issues.

Evaluation of price and other factors will be performed in accordance with procedures outlined in FAR 13.106. Award shall be made to the offeror, whose proposal, is evaluated as the best value to the Government. The government will evaluate information based on the following evaluation criteria:
