Solicitation No. VA245-17-R-0261: The Department of Veterans Affairs is seeking a mechanical construction contractor to furnish all labor, materials, tools, equipment, and supervision to provide for the Repair of Boiler #1 located at the Department of Veterans Affairs Medical Center, 1540 Spring Valley Drive, Huntington, WV 25704. Project Number 581-17-103. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses (SDVOSB). Only SDVOSB Firms currently verified in the VetBiz Vendor Information Pages (VIP) at www.vip.vetbiz.gov. SDVOSB Firms that submit bids on SDVOSB set-asides that are not verified will be deemed nonresponsive. The work includes, but is not limited to, general construction, alterations, removal of old controls, burners and refractory and install new controls, burners, refractory and master control panel along with support of the various trades. Estimated construction cost range is $250,000.00 and $500,000.00. The firm must be a mechanical construction firm approved under NAICS: 236210, size standard: $36.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of WV. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov and https://www.sams.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of the proposal submission and conform to JV requirements. JV Agreements must be submitted with the proposal. Proposals will be accepted from only responsible and responsive contractors. There will be a pre-proposal site visit for this project which will be held at the VA Medical Center, 1540 Spring Valley Drive, Huntington, WV. All interested parties are encouraged to attend the site visit. All questions generated from the site visit shall be submitted in writing to the contracting officer to kathryn.leatherman@va.gov. Prospective contractors may acquire solicitation documents, which are only available in .pdf electronic format by registering and downloading plans and specifications from the FedBizOpps website www.fbo.gov. Solicitation documents will be available on or about August 25, 2017. Approximate proposal submission date is September 27, 2017. Firm site visit and proposal submission dates will be provided on the solicitation once issued. There will not be a public bid opening. Offerors are advised that award will be made to the responsive/responsible bidder with the lowest price. The procurement is subject to availability of funds.
