INTRODUCTION
Wind tunnel 16S, located at Arnold Air Force Base, is in need of a replacement for the nozzle control system. This procurement is in support of that effort.
The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research this requirement may result in a single source acquisition, may be set-aside for small businesses (in full or in part), or may be procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.
PROGRAM BACKGROUND:
This procurement is for the purchase of 216 encoders that meet the below specifications.
REQUIRED CAPABILITIES:
All encoders must be of the same type and must meet the following specifications:
• Gray - Shaft type
• Rotary position
• Absolute digital 1024 gray code
• Output increases CCW direction
• Open collector output NPN
• Voltage 12 -24VDC
• Preferred model: Autonics EP50S8-1024-3R-N-24 (OR EQUAL)

ELIGIBILITY
The applicable NAICS code for this requirement is 334513, Instrument and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a Small Business Size Standard of 750 employees. The Product Service Code (PSC) is 5210, Measuring Tools, Craftsmen's.
SUBMISSION DETAILS
Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFQ will be accepted prior to its release. Your capabilities statement must provide evidence of being able to supply all items identified above.
Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist Robert Mosley in either Microsoft Word or Portable Document Format (PDF), via email robert.mosley.3@us.af.mil no later than 12:00 p.m. CST on 8 July 2019 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of your firm's capability to meet our technical requirements. If you are submitting a substitute item, you must provide technical detail sufficient for AEDC to determine if your proposed item(s) will meet our need.
