The Federal Bureau of Investigation (FBI) intends to award a contract on a sole source basis to HELLMUTH, OBATA & KASSABAUM (HOK) for Construction Administration and Commissioning Services in support of the Regional Multiple Award Construction Contract (RMACC) Region 1 Seed Project, for the Explosive Technical Laboratory (ETL) of the Terrorist Explosive Device Analytical Center (TEDAC). This procurement is being made in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The design work of the ETL was designed with HOK as the Designer of Record which included 100% design documents and renderings for a Design-Bid-Build (DBB) package. This previous contract included an option for construction administration within the scope of work to be provided during the construction phase of the infrastructure; however the contract expired on 31 July 2019. The estimated value of this acquisition for the base period, including all options is $2M. This acquisition will be procured utilizing procedures set forth in FAR Part 6.3 and FAR Subpar 13.5 Interested offers should provide complete the attached solicitation 15F067-19-Q-0000171. Award will be made to the lowest priced technically acceptable offeror. In order to be technically acceptable the offeror must demonstrate it can meet the requirements listed in the Statement of Work, supporting the 100% design of the TEDAC ETL.
