125 VDC Power System Replacement, Beaver Powerhouse, Carroll County, AR
Pre-solicitation Notice W9127S-14-R-0005: This solicitation will be advertised as a Small Business Set-Aside. The North American Industrial Classification System (NAICS) Code is 237990(Other Heavy & Civil Engineering Construction). The small business size standard is $33,500,000.00. The solicitation is for a firm fixed priced construction contract to replace the 125 VDC Power System at the Beaver Powerhouse. This is a requirement to provide design, labor, and material to install and replace the existing 120Vac Essential AC switchboard, 125VDC switch boards, 480VAC Motor Generator Switchgear, Battery Charger, Inverter, and Battery System. The Contractor is to provide and install new conduits and wires associated with the equipment listed above. Contractor shall provide temporary power to maintain power plant and switch yard control circuits during construction and labor to remove existing motor-generator inverter system. The Magnitude of Construction is between $250,000 & $500,000.
Solicitation will be issued as a Request for Proposal (RFP) utilizing FAR 15. Proposals will be evaluated utilizing the Lowest Price Technically Acceptable (LPTA) method. This solicitation will be issued via Internet only at the Army's Single Face to Industry Website (ASFI) on or about 6/16/14. It is each offeror's responsibility to download the solicitation from the internet website. No paper copies will be provided. Notification of amendments shall be made via the Internet as well. It is therefore the contractor's responsibility to check the ASFI website daily for any posted changes to this solicitation.
