SOURCES SOUGHT


The Air Force Life Cycle Management Center's (AFLCMC) Battle Management Directorate (BM), Aerospace Management Systems Division (HBA), Foreign Military Sales (HBAN) Program Office, located at Hanscom Air Force Base (AFB), Massachusetts, is issuing this sources sought /RFI as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for one (1) exportable Transportable and one (1) exportable Man-portable TACAN System. The result of this market research will contribute to determining the method of procurement.


THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.


Interested parties are requested to provide a complete response to this RFI. Please ensure that your RFI response contains sufficient detail to allow the Government to assess the technical changes that would be required to your existing system in order to meet the Transportable and Man-portable TACAN systems within 18-24 months. Respondents submit information at their own risk; submission of a response to this request will not obligate the Government in any manner. The Government will not reimburse the respondent for any cost associated with information submitted with this request. Proprietary or restricted information should be marked as such and will be protected and used only for the purposes of this RFI. Do NOT submit classified information in your RFI response. This RFI does not constitute an invitation for bid or request for proposal. This RFI is part of a Government market research effort to assess industry ability to produce a fielded Transportable TACAN and Man-portable TACAN system.


Please provide formal responses and justification to the questions listed below:


Provide documents supporting both systems to include but not limited to system specification, system requirements, instruction for deployment, and sustainment.


Provide manufactures lead time for each TACAN


Sustainability:
How would you propose the systems be sustained?


Transportable:
How long to tear down and set up?
How many personnel for tear down and set up?


Manportable:
How many personnel to transport the system?
How long to tear down and set up?


Training
Provide information on recommend training options


Both systems compliant with MIL-STD-291C, STANAG 5034, and ICAO Annex 10


Transportable must be able to transport on a C-130 aircraft and include any required mobilizers.
Transmitter power 400-3,000 Watts
Coverage >200 nautical Miles
Input power 85 VAC to 265 VAC at 47 to 63 Hz
Power Consumption <2,000 Watts


Manportable must have a main beam >900 Watts
Coverage @8,000 ft >100 nautical miles
Coverage @30,000 ft >200 nautical miles
Input power 85 VAC to 265 VAC at 47 to 63 Hz and 20VDC to 30VDC
Power consumption <400 Watts


Submission Instructions:
Interested parties who consider themselves qualified to perform the above-listed services please submit a response electronically. Notify the POC that a response will be submitted within 35 calendar days of this RFI notice. All responses shall be unclassified and reviewed to ensure consideration of operational sensitivities. Responses shall be 20 pages or less.
