The Contracting Department, Fleet Logistics Center (FLC), Norfolk, VA 23511-3392 intends to issue a single Firm Fixed-Price Indefinite-Delivery, Indefinite-Quantity type contract and will utilize procedures under FAR Par 12 b Acquisition of Commercial Items and FAR subpart 13.5 b Simplified Procedures for Certain Commercial Items for support services for the Environmental Awareness Training System (EATS) proprietary to the International Center for Leadership Development. The NAICS code applicable to this procurement is 611430, Professional and Management Development training. The size standard is $11,000,000.00. The required beginning of the first ordering period is 01 December 2019. The instant requirement is an bOther than Full and Open Competitionb action.
Attached is the approved Sole Source J and A. The procurement will be an open market award. Any documents related to this procurement and all amendments issued, will be in electronic form. This office no longer issues paper copies of procurements. By submitting a quote, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contract awards from any Federal Agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards for foreign vendors for work to be performed outside the United States.
Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation on requirements by calling 1-866-606-8220, or via the internet at www.sam.gov or https://www.FSD.gov. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at any time prior to awards.
