099 TOEFL Testing
The Philadelphia Office of FLC Contracts Department is purchasing Test of English as a Foreign Language (TOEFL) services in support of the National Defense University, on a brand name sole source basis from Educational Testing Services pursuant to FAR 13.106-1 (b)(1).
Award for a firm fixed price contract is anticipated. This notice of intent is not a request for competitive quotes. Capability statements received by 23 July 2014 will be considered by the government and reviewed solely for the purpose of determining whether to conduct a competitive requirement. The government will not pay for any information received.
