The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to negotiate a firm fixed-price commercial contract for Supervisory Control and Data Acquisition (SCADA) network services as required by the Naval Facilities and Engineering Command Mid-Atlantic (NAVFAC MIDLANT). The procurement will be conducted in accordance with FAR Part 12 b Acquisition of Commercial Items and FAR Part 13 b Simplified Acquisition Procedures. This procurement is set-aside for participation by small businesses, in accordance with FAR Part 19.

The North American Industry Classification System (NAICS) code for this acquisition is 811212 bComputer and Office Machine Repair and Maintenance; the Size Standard is $27.5M.

This notice of intent is NOT a request for quotations; however all responsible sources may submit responsive quotations after solicitation, which shall be considered by the agency.
A complete Request for Quotation (RFQ) package will be available for downloading at the NECO Website: http://www.neco.navy.mil on or about 17 August 2018. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting a quotation, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. By submission of a quotation, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States.
Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at https://www.sam.gov/portal/public/SAM/. The solicitation will contain the clause FAR 52.217-8 Option to Extend Services, and the clause FAR 52.217-9 Option to Extend the Term of the Contract; the prices under these clauses will be evaluated prior to award. A base period plus four option years is anticipated for this award. Please direct all questions regarding this requirement via e-mail to the POC identified in this synopsis.
