The City seeks a creative and qualified consultant to provide
professional services related to the creation of a set of detailed design guidelines and the
development of a series of public education sessions and promotional materials intended to
continue and advance the preservation of the City’s historic buildings and historic districts, both
existing and anticipated. These guidelines are intended to provide property owners and

owners, business, contractors, and realtors with increased understanding of proper historic
preservation techniques and inform them of changes to the City’s historic preservation policies
and regulations which have occurred over the last few years.

To increase public awareness and understanding of historic preservation techniques and
regulations in the City of Binghamton;
To provide clear and accessible guidelines for proper preservation methods for residents
and business owners;
