Amendment 1 to Solicitation 33074
In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. The FAA is seeking interested sources that are capable of providing full-service maintenance, repair and related support services for a Government-owned, Lockheed Martin Coherent Technologies (LMCT) WindTracerB. light detection and ranging (LIDAR) system. The LMCT LIDAR system is proprietary, inclusive of specifications and drawings.

The anticipated firm fixed-price contract period will be one (1) base year with five (5) one (1) year options. All services are anticipated to take place in Las Vegas, Nevada and Oklahoma City, Oklahoma.

INCUMBENT CONTRACTOR:

The incumbent contractor is Lockheed Martin Coherent Tech, Inc.; 135 S Taylor Ave; Louisville, CO 80027-3025. The contractor is currently providing LIDAR maintenance and repair services under FAA Order Number: DTFAWA-14-C-00020.

NATURE OF COMPETITION AND PURPOSE:

The acquisition strategy for the anticipated procurement has not been determined at this time; however, the Government intends to single-source to the incumbent contractor Lockheed Martin unless another potential contractor can clearly demonstrate requisite capability, capacity, technical knowledge and access to Lockheed Martinbs proprietary specifications and drawings to satisfy the Governmentbs stated needs. This market survey will assist the Government with a determination as to whether a single-source or competitive process will be utilized and on a full and open, small business or other socio-economic designation set-aside basis.

The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBAbs 8(a) Program.

The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 811219: Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $20.5 Million.

In order to make an acquisition determination, the FAA requires the following information from interested vendors:

CAPABILITY STATEMENT:

An interested party must demonstrate that they have the capability, capacity, technical knowledge and access to LMCT LIDAR system proprietary specifications and drawings to satisfy the Governmentbs stated needs. The submission must be 5 pages or less, with Times New Roman font size 12, on standard 8 B= x 12 paper, with 1 inch margins on company letter head.

MANDATORY REQUIREMENTS FOR EXPRESSION OF INTEREST:

In order to be considered responsive, organizations expressing interest in this matter must provide the following:

a. Capability Statement (as defined above)

b. Completed Business Declaration Form (attached)

c. Copy of SBA 8(a) Certification Form and/or proof of service-disabled veteran-owned small business status (if applicable)
