THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE.  The Naval Air Systems Command (NAVAIR) intends to issue sole source Cost-Plus Fixed Fee (CPFF) order under Basic Ordering Agreement N00019-16-G-0008 to Lockheed Martin Missile and Fire Control (LMMFC) for extending the shelf life of the Laser Guided Training Rounds (LGTR) BDU-59B/B from 42 months to 120 months. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."   LMMFC is the original designer, developer and manufacturer of the Laser Guided Training Round (LGTR) and, as such, owns the proprietary data that is required to perform the efforts under this requirement.  LMMFC is the only known source that possesses the knowledge of the LGTR facilities, data, tooling and experience required to successfully provide these supplies and services to complete these efforts.  The North American Industry Classification System (NAICS) code for the supplies anticipated needed herein is 336414.

 


This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS).  Interested parties, however, may identify their interest and capability by responding to the requirement.  The Government will consider all capability information received prior to the closing date of this synopsis.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete the proposed Contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.  Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.  No telephone responses will be accepted.
