This is a REQUEST FOR INFORMATION notice for market research purposes only to determine the availability of qualified small business sources capable of providing the full range of services described below. Responses should be provided via email to kevin.pollard2@va.gov no later than 3:00pm central time on 07/05/2017. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Please clearly identify any information to be considered sensitive or proprietary. Respondents will not be notified of the results of the market research.

SERVICES: Provide a selling agreement for recycling Cardboard, Wood Pallets, plastic, and scrap Metal for the Department of Veterans Affairs. Proposed contractor Anticipated contract to be a base 12-month performance period with four (4) one-year options to be exercised at the discretion of the Government.
The purpose is to provide EOVAHCS a comprehensive solution for the management of the recycling and scrap material. This contract/agreement will be an ongoing contract for the contractor to purchase and remove Government scrap metal, bailed cardboard, pallets and plastic materials at the Eastern Oklahoma VA Healthcare System at Muskogee, Oklahoma. Contractor will be required to pick up all scrap and recycled items bi-weekly. The contractor will be required to remove all the scrap and recycled items and provide weight and quantities of items recycled, sold or reutilized within (10) days of removing items.

Contractor will provide a monthly report of the quantity, weight and cost of items picked up for scrap and or recycling to the POC:

Payment of tonnage/poundage receipt will be submitted to the Contracting Representative within (10) days of the material being removed from the facility.

2016 Estimated Quantities:
4 to 5,000. of pallets, annually
307,752 lb. of cardboard recycled (bailed)
3 to 4,000 lbs. of plastic recycled (HPDE1-5)

The NAICS code to be utilized for this acquisition will be 321920 Wood Container and Pallet Manufacturing and the small business size standard applicable is 500.

POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE:

1. Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s) and DUNS Number. Proof of Systems for Award Management Registration (SAM) is mandatory. If applicable, please include your GSA schedule, small business status and if applicable, proof as a Veteran Owned Small Business (VOSB) or Service Disabled Veteran Owned Small Business (SDVOSB). VOSB and SDVOSB eligibility must be verifiable in http://www.vetbiz.gov/.

2. A brief capability statement demonstrating past performance with relevant contract services in Prime Contractor role. Capability Statement shall not exceed more than 3 pages.

3. Submit Capability Statements to: Department of Veterans Affairs, NCO 19 Attn: Kevin D Pollard, Contracting Officer , no later than 3:00 PM, _07/05/2017________. Responses must be submitted via e-mail to: kevin.pollard2@va.gov

Respondents should clearly describe their capabilities to include management experience, equipment and personnel or the ability to obtain them. Furthermore, interested sources must also meet all requirements of Federal, State, and Local Municipal codes regarding operations of this type service.
