The intended scope of work associated with this request for proposal (RFP) involves meeting Roofing Requirements under the Facilities Sustainment, Restoration, and Modernization (FSRM) program. Work will consist of design-build (D-B) and design-bid-build (D-B-B) projects for existing military and civil stakeholders located within the Front Range (Colorado and Wyoming) area of responsibility (AOR). The work shall be in accordance with RFP documents issued within this solicitation. Competition for this contract is open to all Small Business (SB) concerns. The primary North American Industry Classification System (NAICS) code is 238160 (Roofing Contractors), with a corresponding small business size standard of $15M.


The purpose of this Multiple Award Task Order Contract (MATOC) is to execute D-B/D-B-B roofing projects for various civil and military stakeholders located within the Front Range AOR. The majority of the work under this solicitation is expected to be at Fort Carson, CO. The MATOC will be awarded with a 3 year base period and a 2-year option period. The total value of all task orders awarded under this
MATOC will not exceed $49,000,000.


RFP's for projects will be issued under individual task orders. Task orders may range from $100,000 to $5,000,000. Recent history indicates that most similar roofing projects had contract costs between $200,000 and $1,000,000.


The general scope of work for this roofing MATOC will consist of the repair or construction of various types of roofing systems (e.g. asphalt systems (including built-up roofing, modified bitumen, and shingles), single ply membrane systems ((e.g. ethylene-propylene-diene-monomer (EPDM) rubber, (including liquid EPDM, EPDM coatings and EPDM rubber coatings, polyvinyl-chloride (PVC)), standing seam metal (structural, architectural, steel, aluminum, and copper), tile (slate, clay, concrete), sprayed polyurethane foam (SPF), protected membrane, heat-reflective & energy efficient roofing systems, and all devices, equipment and components associated with constructing and installing these systems (e.g. vapor retarder membranes, insulation, air barrier membranes, gutters, downspouts, flashings, fascias and soffits). A typical task order may also include incidental damage repairs associated with roof leaks, such as ceiling repair, painting, and carpet cleaning. Task orders may also involve incidental lead based paint or asbestos abatement.


Roofing systems will be designed and constructed to withstand Colorado and Wyoming hazards such as snow load, wind forces, and lightning. All work will be in compliance with applicable federal, state, and local building codes and regulations. It is not anticipated that these roofing projects will involve LEED certification but some sustainability requirements may apply. The majority of roofing projects are anticipated to be of the renovation type on facilities that will be occupied for the duration of work.


This MATOC will typically be used for FSRM roofing requirements on military installations, civil works facilities, and interagency support projects involving entities like the National Institute of Standards and Technology (NIST) and the U.S. Department of Veterans Affairs (VA).


The industry for NAICS code 238160 is comprised of establishments primarily engaged in roofing. This industry also includes establishments treating roofs (i.e., spraying, painting, or coating) and installing skylights. The work performed may include new work, additions, alterations, maintenance, and repairs.
