The Manhattan Borough President's Office ("MBPO"), in partnership with the West Harlem Art Fund, seeks the services of a consultant team with an interdisciplinary capacity to implement several projects identified in the Take Me to the River Concept Plan completed in 2005. This Request for Proposals ("RFP") is issued for the purpose of soliciting proposals from interested and qualified professional urban planning consultants for services necessary to provide a community-based neighborhood improvement plan with recommendations and a funding strategy for enhancing streetscapes, improving waterfront and park access, and promoting cultural assets in West Harlem and southern Washington Heights. Partially within Manhattan Community District 9 and partially within Manhattan Community District 12, the project area includes the Broadway corridor from 135th to 157th Streets and extends west to the Hudson River. This project is funded by the NYS Department of State Division of Coastal Resources (DCR) with funds provided under Title 11 of the Environmental Protection Fund.
